Louisville Metro STAR Advisory Group

The Louisville Metro STAR Advisory Group will meet at 10:00 a.m. on Friday, March 6, 2009, in the Board Room of the Louisville Metro Air Pollution Control District, 850 Barret Avenue, Louisville. The STAR Advisory Group invites the public to attend.

  1. Welcome & introductions (10 min) – Dr. Robert Powell
  2. Discussion of recategorizing or delisting TACs – Regulations 5.01, 5.20, and 5.23 (35 min)
    1. Delist only if IARC or ATSDR delists
    2. Ethyl acrylate
      1. Should ethyl acrylate be recategorized as a non-carcinogen?
    3. Cr+3 vs. Cr+6
      1. Should total chromium be broken out by valence?
    4. Radon and radionuclides
    5. TACs vs. HAPs
      1. Should the category 4 TAC list be updated to conform to EPA’s list of hazardous air pollutants (HAPs)?
  3. Discussion of toxic air pollutants (TAPs) regulated under 5.11/5.12 and STAR (35 min)
    1. Clarifying TAP regulations
      1. What happens to sources that currently have TAP-conditioned permits?
  4. Discussion of sources subject to or exempted from STAR – Regulations 5.01 and 5.21 (35 min)
    1. Introductory comments by District staff
    2. Title V and FEDOOP sources, and sources that become Title V or FEDOOP sources
      1. Should exempted FEDOOPs report chemical usage annually?
    3. Clarifying de minimis TAC emissions
      1. Should the cumulative impact of all de minimis emissions be considered?
      2. Should the use of propane be considered de minimis similar to the use of natural gas?
