Louisville Metro STAR Advisory Group

The Louisville Metro STAR Advisory Group will meet at 10:00 a.m. on Friday, March 20, 2009, in the Board Room of the Louisville Metro Air Pollution Control District, 850 Barret Avenue, Louisville. The STAR Advisory Group invites the public to attend.

Agenda

1. Welcome & introductions (10 min) – Dr. Robert Powell
2. Discussion of permits for STAR-regulated sources – Regulation 5.21
   1. STAR permitting requirements (50 min)
      1. When should permits be required for sources doing environmental acceptability demonstrations?
      2. Should a specific permit called a STAR permit be issued, or could existing types of construction and operating permits be used to include STAR-related conditions?
         • What sort of monitoring, record keeping, and reporting should be required, and can facilities follow the types of monitoring record keeping and reporting already used in permits?
         • Should any operational flexibility be built into permits, and if so, how?
      3. Should sources have process-specific emission limits?
      4. Should a facility be required to get a STAR-based permit if that facility has a toxic air pollutant (TAP) based permit?
      5. How should fugitive emissions be addressed?
   2. Environmental acceptability (EA) demonstrations (50 min)
      1. Should deadlines to submit EA demonstrations or compliance plans for Group 2 sources be extended, and if so, for how long?
      2. Should FEDOOPs be required to perform an EA demonstration for category 2 TACs?
