Section 112(r) of the Clean Air Act requires companies that use or store certain chemicals that are explosive, ignitable, corrosive or otherwise of concern in specified large quantities to develop and submit to US EPA and APCD Risk Management Plans that explain how the company would respond to any accidental release of those chemicals. This program aims to improve the safety of communities and to provide additional assurance to communities that protective response plans are in place. Although RMPs are public information, section 112(r)(7)(H) of the Clean Air Act (added at 65 FR 48108, Aug. 4, 2000) limits the public availability of Offsite Consequence Analysis (OCA) information in RMPs.
