Notice of Action on a Title V Operating Permit
The Louisville Metro Air Pollution Control District (District) proposes to issue two construction permits to Kosmos Cement Company (Portland cement production), 15301 Dixie Hwy, in accordance with Regulation 2.03. One permit is for increased throughput through the sand system and to use bottom ash to supplement flyash. The second permit is to increase the amount of tire-derived fuel (TDF) that can be combusted in the kiln and to allow the company to comply with the Commercial and Industrial Solid Waste Incinerator Units (CISWI) New Source Performance Standards (NSPS) requirements. The 30-day public comment period starts May 19, 2014 and ends on June 18, 2014. A public hearing may be scheduled if the District determines that there are germaine, unresolved issues or substantial public interest, in accordance with Regulation 2.07.
Drafts of the permits are available at the District office, 850 Barret Ave., Louisville, between 8:30 a.m. and 5:00 p.m. Monday through Friday by calling Paul Aud at (502) 574-6000, or emailing airpermits @ louisvilleky.gov or at the following website: http://www.louisvilleky.gov/APCD/Docket.htm. Copies of the application are available upon request. Written comments will be accepted at airpermits @ louisvilleky.gov until midnight, or at the District office until 5:00 p.m., on June 18, 2014.
