The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Clariant Corporation (Louisville West Plant) (inorganic chemicals manufacturing plant), 1227 South 12th Street, in accordance with Regulation 2.03. The 30 day public comment period starts September 14, 2014, and ends on October 14, 2014. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Proposed Agreed Board Order with The Hertz Investment Group, Inc.
The Louisville Metro Air Pollution Control Board will hold a public hearing on September 17, 2014, on a proposed Agreed Board Order with The Hertz Investment Group, Inc. Hertz is alleged to have violated District Regulations 2.03 (Authorization to Construct or Operate; Demolition & Renovation Notices and Permit Requirements; and 5.04 (Adoption of Federal Emission Standard for Asbestos) at its facility located on South Fourth Street in Jefferson County, Kentucky.

The Louisville Metro Air Pollution Control District (District) proposes to renew an operating permit for Louisville Gas & Electric Company, Cane Run Generating Station (electricity generating facility), 5252 Cane Run Road, in accordance with Regulation 2.16 The Louisville Metro Air Pollution Control District (District) proposes to issue one new construction permit that revises twelve construction permits originally issued in 1986 for Louisville Gas & Electric Company, Cane Run Generating Station (electricity generating facility), 5252 Cane Run Road, in accordance with Regulation 2.03.

The Louisville Metro Air Pollution Control District (District) proposes to issue one new construction permit and revise four construction permits for Momentive Specialty Chemicals Inc. (resin manufacturing plant), 6200 Camp Ground Road, in accordance with Regulation 2.03. Permit 28262-13-C is being issued to construct and operate a recuperative thermal oxidizer in order to comply with District toxic regulations. Permit 221-99-C is being revised to change the oxidizer operating parameters. Permit 66-09-C is being revised to adjust the TAC control requirements. Permit 54-02-C is being revised to change the oxidizer operating parameters. Permit 37374-13-C is being revised to change the TAC emission limits. The 30-day public comment period starts August 10, 2014 and ends on September 9, 2014. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

An Air Quality Alert has been called for the Louisville metropolitan area for Monday, August 4 and Tuesday, August 5 2014. The Air Quality Index (AQI) is expected to be in the Unhealthy for Sensitive Groups range. The AQI is expected to reach 105 for ozone both days.

The Louisville Metro Air Pollution Control District (District) proposes to public notice two specific conditions in the renewal operating permit to Rohm and Haas - Louisville Plant (resin and coating manufacturing), 4300 Camp Ground Road, in accordance with Regulation 2.16. The two specific conditions are S4.c. in Emission Units U-KAC-DryPack, page 57 and U-KAC-D-PKG, page 71; and APCD is changing the duration of the Method 9 Opacity Test. The 30-day public comment period starts June 28, 2014 and ends on July 29, 2014.
