• An environmental acceptibility (EA) goal is modified.
• A new source complies with the general duty clause of Regulation 5.01 § 3 instead of STAR methodology and goals.
• A source submits a compliance plan because it did not initially meet the EA goals.
• The District develops a risk reduction plan because the EA goals for multiple stationary sources would be exceeded.
