LOUISVILLE (March 5, 2013) Louisville Metro Department of Animal Services’ (LMAS) charged two men in unrelated cases of animal abuse.
LMAS received an anonymous call from a concerned citizen who reported two deceased dogs in the backyard of a house on the 1300 block of Hemlock Street. LMAS officers found two female pit bulls in horrendous conditions. Both animals were chained and deceased. Their water was frozen and no food was present. A necropsy determined the cause of death was starvation and hypothermia. LMPD assisted LMAS officers in the investigation and arrested 23-year-old Delvon Smith, of Louisville, on two felony counts of Animal Torture.
In an unrelated case, LMAS charged 32-year-old Joshua R. Jones, of Louisville, with Cruelty to Animals in the 2nd degree and Provisions of Necessities after two puppies were discovered in poor condition.
Both 13 week old Labrador puppies had severely embedded collars which required surgery to be removed.
The chocolate and tan males are recovering with a LMAS foster family. Despite the horrible event, the bonded pair is in good spirits and hoping to find a responsible, loving and compassionate owner together.
“Unfortunately, we deal with these tragedies on a daily basis,” said LMAS Director Justin Scally. “It is our responsibility to hold people accountable for the care and protection of their animals. If they don’t comply, their actions will not be tolerated.”
The two puppies are not alone. Many of the cats, dogs and other domestic animals that LMAS cares for have experienced similar situations.
But many have turned into success stories thanks to citizens who chose to adopt from LMAS.
If convicted, Smith could face up to five years in prison per count and Jones could face up to $500 in fines and or 12 months in jail.
