The Urban Renewal Commission is comprised of five commissioners appointed by the Mayor. LMHCD staff facilitates the activities of the commission and makes recommendations on the acquisition and disposition of properties in designated Urban Renewal areas. The Russell Urban Renewal area is located within the historic Russell neighborhood and is bounded by South 15^th Street, Broadway, Congress Alley and South 21^st Street. Powers attributed to this body include executing the powers of eminent domain for mixed-income housing opportunities and other projects that support economic and community development.

The Cedar Street Development is a creation of the Urban Renewal Commission.
