Who We Are Procurement Services is divided into two distinct service groups, which manage different procurement processes:
- Construction Services: Manages construction, architectural and engineering procurements.
- Goods and Services: Manages goods, supplies, equipment, materials and service procurements.
Minority and Women Business Enterprise Program: Louisville Water Company is committed to having our spending reflect the demographics of our customer base. With the support of our contractors and suppliers, we have become very successful in our efforts to engage MBE and WBE companies in our purchasing processes. Our "Good Faith Effort" program is designed to incorporate minority- and women-owned businesses into our sub-contractor purchasing process.
Types of Procurement LWC utilizes three main types of procurement:
Straight Bid: Bid containing a specified scope of work, work processes, timelines and standards or detailed specifications for a commodity. This procurement method is used when LWC has outlined the entire scope of work and seeks to identify suppliers who are capable of performing the service or providing the commodity.
RFP: Proposal which includes evaluation criteria and weighting. Cost is not the sole determining factor for award. Normally used when: Scope of work cannot be accurately and completely defined; quality, availability or capability overrides price in procurement of research and development, technical supplies or services; marketplace will respond better to a range of alternative proposals, evaluation and discussion, before making an award. Professional Service: Skills which require a professional license (issued by a state examining board) an advanced educational degree or recognized expertise. Professions which can be characterized as professional services include, but are not limited to, lawyers, engineers, physicians, artists, certified public accountants, insurance brokers and registered land surveyors.
