District 11 Town Hall Meeting Held

Nearly 100 residents attended the April 22 District 11 Town Hall Meeting. Topics discussed included:
- MSD/Flood Prevention Discussion in reference to the March/April rainfall
- The closing of Watterson Pool
- Crime prevention in District 11
- An update on library improvements
- Improvements to Buechel Park
- Funding for improving the train tressel at Six Mile Lane and Breckenridge
- Summer opportunities for District 11 youth
Representatives from the Louisville Metro Police Department, McMahan, Buechel, and Jeffersontown Fire Departments, MSD, LG&E, Public Works, the Louisville Water Company, Animal Control, the Department of Neighborhoods, and the Department of Inspections, Permits, and Licenses were present to answer questions from residents.

District 11 Welcomes Major Harper to 6th Division Command Post

The District 11 office welcomes Major James Harper as the new Major for the Louisville Metro Police Department's 6th Division. Major Harper was introduced at the District 11 Town Hall meeting and spoke to residents about crime prevention. He emphasized being assertive in protecting personal property (locking home, car, and garage doors) and communicating with neighbors. We welcome Major Harper and congratulate him on this promotion.
District 11 Office Honors Patty Bishop

At the April 17 Metro Council meeting, Councilman Kramer honored Metro Call service representative Patty Bishop. Patty is retiring after 22 years of service to Louisville / Jefferson County government. She has been instrumental in assisting the District 11 office on many occasions and helped as a tour guide on Councilman Kramer's "District 11 Trolley Tours." In 2007, Patty was named 2007 Outstanding Representative of the Year by the Greater Louisville Inc. We wish Patty well in her retirement and thank her for her many years of service!

Louisville Loop Opens

It stretches 23 miles, from downtown Louisville to the Farnsley-Moremen Landing, and it meanders along the Ohio River and through numerous neighborhoods, from Portland to the Cane Run area.
Mayor Jerry Abramson recently dedicated the first quarter of The Louisville Loop, a 100-mile hiking and biking trail that will encircle the city. The Loop is part of the ambitious City of Parks initiative, which is adding 4,000 new acres of parkland to Louisville.
“Whether you’re a hiker, a biker, a jogger or just a mother and father with a stroller, the Louisville Loop is a great way to see our city — and to get some fresh air and exercise,” Abramson said. “With spring in the air, and the flowers and trees blooming, the Loop offers dramatic views of our hometown.”
All but several blocks of the first 23 miles of the Loop is off-road, and it passes through woodlands, wetlands and by the river. The first segment, which cost $3.8 million, connects the RiverWalk with the Levee Trail and includes a new pedestrian bridge over Mill Creek. The Loop starts downtown, at the Fourth Street Wharf.
The city is already working with land planners and civic leaders to develop other portions of the Loop including:
- The River Road Trail corridor, which travels from Waterfront Park to Prospect;
- The Northeast Trail Corridor, from Prospect to Miles Parks on Shelbyville Road;
- The Floyds Fork Greenway, from Miles Park to Bardstown Road;
- And the Southwest Trail Corridor, from Bardstown Road and connecting at Farnsley-Moremen.

The Metro Council has enacted an ordinance that requires groups to register with the Department of Inspections, Permits, and Licenses. Groups must also adhere to safety provisions (wearing safety vests, using cones, refraining from solicting during rain, etc.) We will be periodically listing a calendar of groups who are registered with IPL. District 11 Office Congratulates Megan Payne
Megan Payne, a senior at Jeffersontown High School, was recognized as one of the Mayor's Outstanding High School Seniors. As a member of the field hockey, soccer, volleyball, softball, basketball and cross-country teams, she is one of the most accomplished female athletes at Jeffersontown.
Through her leadership activities like three-year class officer, student representative for the Title 9 Executive Board, two-year Beta Club officer, and team captain for softball and basketball, Megan has truly had an impact on her peers.
The District 11 office congratulates Megan on this well-deserved recognition!
New Grant will Focus on Curbing Gang Activity

A new program designed to deter youths from joining gangs has been awarded a $209,000 grant from the federal government. The grant from the U.S. Attorney’s Office Project Safe Neighborhood Anti-Gang Initiative will fund the West Chestnut Street CHARACTERS program. Administrators say the program is one of only a handful in the country being funded by the U.S. Attorney’s Office to target young offenders – 12 to 16 years old – who are at most risk of joining a gang.
“Gang demographics have changed in our community,” Mayor Jerry Abramson said. “Instead of two or three dominant gangs across our city, individual neighborhoods or blocks have small groups that begin recruiting members while they’re still in middle school. This program seeks to prevent those young people from getting pulled in to an early life of crime.”
The U.S. Attorney’s office funded the grant, which will provide programming for approximately a dozen youth offenders assigned to the project. Administrators are targeting teens who live in the 40210, 40211 and 40212 ZIP codes, which include the California, Beecher Terrace, Chickasaw, Algonquin, Portland, Russell, Shawnee and Park Hill neighborhoods.
Approximately 12 youth offenders will be chosen to participate. Each teen will be referred by a juvenile court judge and will be either a first or second offender for charges that would normally be adjusted for community service (theft, drug possession, or non-violent school offenses).
The anti-gang initiative will include an after-school commitment (two days a week for eight to 12 weeks), in which participants will receive education on substance abuse/prevention, life skills, victim impact and goal setting. Individual case management will include home and school visits, and each teen will be responsible for at least 12 hours of community service. The program is considered an alternative to juvenile detention.
Program meetings will take place at West Chestnut Street Baptist Church. “Youth crime is an issue that requires commitment of many community members,” said Reverend C. Mackie Daniels. “Our church felt strongly that we needed to take an active role in the work of preventing gangs and violence in our neighborhoods, and offering our services to the CHARACTERS program is one way we can help.”
Administrators are already screening potential applicants for the first session. The Louisville Metro Criminal Justice Commission will distribute the grant money, while Louisville Metro Youth Detention Services and the Division of Community Based Services will oversee the program.

Recruiting Combine at Seneca High School
A combine is a showcase that allows athletes to display their skill and talent to college coaches. Some coaches will view the event in person while others will view the results online. Either way, the exposure to college coaches will increase the scholarship opportunities for the athletes.
Recruit Sports is a non-profit subsidiary of Recruit Collegiate Sports Scouting. A portion of the proceeds from the combine will be donated to the host school’s athletic department, used to start a scholarship fund for a 2005 graduate of Seneca High School who was killed in 2007 while serving our country in Iraq, and donated to other worthy causes.
Recruit Sports is seeking sponsorship participation from local businesses. There are several levels of sponsorship available that allow businesses to support our youth and community. Business can have their name/logo on the Event T-shirt as well as having their information included in the official Event Sponsorship Packet. It’s more than just a fashion statement.
Each month through November, a different Louisville boutique will host a “Girls Go Red” night out event to support the American Heart Association’s Go Red For Women program.
