District 11, Ninth and O Baptist Church, MSD, and Utility Companies Partner to Fight Graffiti in District 11

Councilman Kevin Kramer announced a new partnership that will fight graffiti attacks in District 11. Kramer has submitted a Neighborhood Development Funding request that will allocate funding to Ninth and O Baptist Church (4401 Breckenridge Lane) to purchase paint, brushes, rollers, and safety vests for church volunteers. Volunteers will use the equipment to paint over graffiti tagged on public property.
District 11 constituents can call the District 11 office (574-1111) or email (Kevin.kramer@louisvilleky.gov ) and report graffiti seen in the District 11 area (Hikes Point, Buechel, Jeffersontown, a map is attached with this press release.) Reports will then be turned over to Ninth and O where volunteers will go out and paint over the graffiti in a timely manner. This program will take effect on November 7.
Local utilities are also assisting in the effort. AT&T is donating light green paint to Ninth and O and will allow volunteers to paint over graffiti tagged on AT&T utility boxes. LG&E and Insight Cable Services will still be responsible for cleaning up their utility boxes, but will send employees to remove graffiti when reports are submitted.
The Metropolitan Sewer District is helping secure specialty paint for Ninth and O volunteers to use on detention basins and MSD property. Several area MSD detention basins have been the target of recent graffiti attacks.

District 11 Cleanup is Saturday, October 27

As part of the ongoing community-wide anti-litter initiative we are asking you to help us pitch the trash. Mark your calendar for Brightside’s fall Community-Wide Cleanup on Saturday, October 27. Take an active role in keeping District 11 clean!
The District 11 "Clean Team" will meet at the Hikes Point Republic Bank (intersection of Taylorsville Rd. and Breckenridge Lane.) at 8:30 am. Brightside will supply free bags, gloves and t-shirts for volunteers. Free daffodil bulbs will be given to groups of 10 or more. Donuts, coffee, and juice will be served to all volunteers.

District 11 Town Hall Meeting Held

District 11 residents braved the elements to attend a town hall meeting on October 23. Councilman Kramer spoke about the library tax issue, the recent secondhand/scrap metal ordinance, and improvements in the Mid Dale Lane - Klondike Lane area. He also took questions from the audience.
Representatives from the Louisville Metro Police Department, the Buechel Fire Protection District, McMahan Fire Protection District, MSD, LG&E, Department of Neighborhoods, Public Works, Operation Brightside, Metro Animal Services, and the Department of Codes and Regulations were present to answer questions from residents.

Neighborhood Leaders Learn MetroWatch Program

On October 18, District 11 Leaders attended a workshop on the MetroWatch computer program. This program allows citizens to track crime in and around their neighborhood. Project WIN – Waterway Improvements Now
Project WIN will address problems with combined and sanitary sewer overflows.
Purpose of Public Meetings
The public is invited to attend the second in a series of Project WIN input meetings. The purpose of these meetings is to get early feedback from residents on specific problems and potential opportunities for projects in their areas.
Meeting Format
Doors open at 6:00 pm with a presentation to follow that provides an overview of MSDs Consent Decree and rate increase, Combined Sewer Overflow (CSO) and Sanitary Sewer Overflow (SSO) problems, and potential solution alternatives to reduce or eliminate their impacts. Staff will then be available for the remainder of the meeting to talk one-on-one with residents about sewer overflow problems and potential solutions planned for their neighborhood.

Cell Phones For Soldiers

Take your used cell phones to Bob Hook Chevrolet's showroom at 4144 Bardstown Road and they will package and ship them to Cell Phones for Soldiers, where they will be recycled so that the organization can provide free phone cards to American soldiers abroad. Four Seasons Elections to be Held on November 15
The Four Seasons Neighbor Association general meeting will be held on Thursday, November 15th at 7:00 PM. The association will be voting on new board members. It is not too late to nominate someone for a position on the board, please call David Lynch, Election Committee at 491-3538.
Four new street lights are up in the neighborhood. Four Seasons will be collecting next years member dues and welcome any neighbor to join the association.
Free Tire Amnesty Program Announced

Metro Louisville will offer a program that offers residents two weekends this month to dispose of old, worn tires for free – a process that helps save landfill space, reduce illegal dumping, and remove potential health and environmental problems.
The free Tire Amnesty program will be held from 9 a.m. to 3 p.m., Oct. 26-27 at four regional locations in Louisville. There is no limit on how many tires residents may bring and tires with rims will be accepted.
Old tires pose a series of environmental hazards. Tires are breeding grounds for mosquitoes and rodents. They are fire hazards, and once they catch fire, they’re difficult to extinguish and give off an oily runoff that can contaminate the ground and water. If tires are tossed in a landfill, they tend to work their way to the top and pop out of landfill covers.
Residents may drop off old tires at the following locations:
- Hubbards Lane Metro Recycling Center – 595 Hubbards Lane
- Waste Reduction Center – 636 Meriwether Ave.
- Waste Reduction Center – 7219 Dixie Hwy.
- Waste Management Outer Loop Landfill – 2673 Outer Loop
Residents with more than 100 tires should use the landfill dropoff site. Tire retailers and farm equipment dealers are not eligible for tire amnesty. Off-the-road tires (such as tires from ATVs, go-carts, and bikes), foam-filled tires and solid tires with pressed-on rims will not be accepted.
Hikes Point Area Business Association to Sponsor Window Decorating Contest

The Hikes Point Area Business Association is sponsoring a window decorating contest for area businesses. Entries must include a reference to or logo of the Hikes Point Area Business Association. Decorations must be up by November 17, judging will take place on that day. First place is $500, second place $200, and third place $100. District 11 Office and Legal Aid Society will Sponsor Will Clinic on November 10
Do you have a Will, Power of Attorney, or Living Will? These important legal documents allow you to state your wishes regarding medical or financial decisions should you become incapacitated. A Will directs the disposition of your property upon your death. If you are a low‑income senior or a person with a disability living on limited income, you may be eligible to have these documents prepared for you at no cost by the Legal Aid Society.
Legal Aid Society will conduct a Will Clinic on Saturday, November 10 from 9 am to 1 pm at Hunsinger Lane Baptist Church (3400 Summerfield Drive.) Eligible individuals can meet with an attorney, assisted by a paralegal or law student, and will review and sign these documents tailored to reflect their individual wishes. Clients walk away with documents in hand, usually within one hour. This service is provided at no cost to eligible individuals. If interested, please contact Andrea Robbins at Legal Aid Society at 614-3123 to determine whether you are eligible for this service and to reserve an appointment at the Will Clinic.

Committee Meetings
Councilman Kramer serves as the Chairman of the Public Safety Committee. He is also a member of the Budget Committee, Government Administration Committee, Health and Human Services Committee, and Committee on Committees. In addition, Kramer serves as the Vice-Chair for the Metro Council Minority Caucus. Committees meet the first and third weeks of the month and are broadcast live on Metro TV (cable channel 25.) Councilman Kramer is also a member of the National League of Cities Information, Technology, and Communications Steering Committee and the Kentucky League of Cities Legislative Committee.
