LOUISVILLE, KY, The Fiscal Year 2007 Budget of Louisville Metro included $450,000 for an External Capital Grant Fund. The Council added this funding to supplement the $6.3 million in the Community Non-Profit External Agency Funds which were generally limited to operating funding. The External Capital Grant Fund Committee was later established to evaluate the capital needs based on applications submitted by local non-profit organizations.
“The Metro Council recognized the need for a new approach to our annual budget process,” said Councilman Hal Heiner. “We established this fund to ensure the organizations providing important services are able to make necessary improvements so they can continue their mission of improving lives”. “These groups are required to have matching funds for these projects, so it is a true partnership with the Metro Government,” says Councilwoman Marianne Butler (D) 15. “I wish there was more money available but this is a start.” “The Council found many groups were faced with tough choices. As their services increased, many found they needed to take care of their facilities,” said Butler. “This new amount of funding may alleviate some of their concerns.”
Members of the External Capital Grant Fund Committee were Councilman Hal Heiner (District 19), Councilwoman Marianne Butler (District 15), and employees of Metro Government, Kimberly Bunton, Adria Johnson and Shannon Tivitt. After receiving 115 requests for over $10.3 million in funding for capital projects, the committee has chosen to fund the following projects:
