Major Raymond J. Harper
Major Raymond J. Harper is currently assigned as the Commander of the Third Division.
He began his law enforcement career in 1990 with the Louisville Division of Police (LPD).
Harper served in the former Fourth and Sixth Districts and Street Crimes Unit and Gang Squad. After merger, Harper served in the First Division and Special Operations Division before becoming Commander of the Sixth Division. He has also commanded the Seventh Division and Narcotics Division.
Major Harper served on two task forces to address violent crime in the community. He has also received numerous commendations including two Medals of Valor, two Medals of Merit and three Meritorious Unit Citations.
Major Harper is a veteran of the United States Military, Army/National Guard. He served as a staff sergeant in Operation Desert Shield/Storm in 1991. Harper left the National Guard in 1995. During his tenure, he received numerous achievements including the Kuwati Freedom Medal and the Army's Commendation Medal.
Major Harper has an Associate's Degree in Business Administration and a Bachelor's Degree in Organizational Management with a concentration in Criminal Justice. He graduated from the Southern Police Institute.
