Mayor Jerry Abramson is committed to providing resources to new and existing neighborhood associations – including Homeowners Associations, Condo Associations, Subdivisions and community building not–for-profits groups. Some associations may have the need for professional mediators to act as a third party to resolve conflicts, manage change and build community. To help associations with mediation assistance, the Louisville Metro Department of Neighborhoods has contracted with Just Solutions to bring neighborhood associations the resources they need through a Neighborhood Mediation Referral Program.

What is Mediation?

Mediation is a process whereby a neutral and impartial third party facilitates communication between negotiating parties and helps them identify their interests. The process may enable the parties to reach an outcome that works for all involved. Mediation is an efficient and cost effective method for resolution of simple and complex cases. It is a process that increases both the likelihood of reaching a good outcome and the quality of the outcome.

Limited Service

The contract with Just Solutions is not meant to provide permanent mediation services for your association, but rather one-time issue-based service. The Department of Neighborhoods will review the request for assistance and determine the level of service it can provide. Funding is limited for this program. Should funding run out prior to your request for service, your association may be placed on a waiting list.

When your association is in need of mediation assistance, download a copy of the “Application for Mediation Services" (pdf). 

Referral Application

Your completed “Application for Mediations Services” should be mailed/emailed/faxed to the Department of Neighborhoods. The Department of Neighborhoods will review the application for conflicts of interest and determine that the services requested are within the scope of the contract and the referral program. The Department of Neighborhoods will then call the primary contact name on the application form. If an association contacts Just Solutions directly, Just Solutions will forward a copy of the application to the Department of Neighborhoods for review.

Emergency Process

In time sensitive or urgent situations, the association will still need to fill out the “Application for Mediation Services” form but should call Kyle Sawyer-Dailey immediately. After a review of the situation, Ms. Sawyer-Dailey may choose to transfer your call to Just Solutions directly.
