Mayor Jerry Abramson wants to ensure that you have the resources to develop a strong neighborhood association. Some neighborhood associations have an attorney on their board of directors to help them navigate legal questions. Other neighborhood associations need legal guidance from time to time. To help associations with basic legal assistance, the Louisville Metro Department of Neighborhoods has contracted with the Legal Aid Society’s Community Development Program to bring neighborhood associations the resources they need through a Neighborhood Association Legal Services Referral Program.
MINIMUM SERVICE
The contract with Legal Aid Society is not meant to provide permanent legal services to your association. LAS will review the request for service and determine the level on service it can provide. Your association may receive an initial consultation with LAS, but depending on the nature of the legal problem, LAS may or may not be able to complete your association’s request for service. In some cases, LAS may be able to refer you to an attorney who could assist your organization. Funding is limited for this program. Should funding run out prior to your request for service, your association may be placed on a waiting list.
CONTACT INFORMATION
When your association is in need of legal assistance, contact your Outreach Liaison with the Louisville Metro Department of Neighborhoods. They will email you a copy of the “Application for Legal Services” or you can download it from our web site. If you do not know who your Outreach Liaison is please contact Kyle Sawyer-Dailey.

REFERRAL APPLICATION
Your completed “Application for Legal Services” should be mailed/emailed/faxed to the Legal Aid Society’s (LAS) Community Development Program with a copy sent to Kyle Sawyer-Dailey at the Department of Neighborhoods. LAS will review the application for conflicts of interest and determine that the services requested are within the scope of the contract and the referral program. LAS will then call the primary contact name on the application form. If an association contacts LAS directly, LAS will forward a coy of the form to the Department of Neighborhoods.
EMERGENCY PROCESS
In time-sensitive or urgent situations, the association will still need to fill out the “Application for Legal Services” form but should call Kyle Sawyer-Dailey immediately. After a review of the situation, Ms. Sawyer-Dailey may choose to transfer your call to the Legal Aid Society’s Community Development Program directly.
