Proposed Title V Operating Permit and Construction Permits for Momentive Specialty Chemicals Inc.

Notice of Action on a Title V Construction Permit

The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Momentive Specialty Chemicals Inc. (resin manufacturing plant), 6200 Camp Ground Road, in accordance with Regulation 2.16. The 30-day public comment period starts August 10, 2014 and ends on September 9, 2014. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

The Louisville Metro Air Pollution Control District (District) proposes to issue one new construction permit and revise four construction permits for Momentive Specialty Chemicals Inc. (resin manufacturing plant), 6200 Camp Ground Road, in accordance with Regulation 2.03. Permit 28262-13-C is being issued to construct and operate a recuperative thermal oxidizer in order to comply with District toxic regulations. Permit 221-99-C is being revised to change the oxidizer operating parameters. Permit 66-09-C is being revised to adjust the TAC control requirements. Permit 54-02-C is being revised to change the oxidizer operating parameters. Permit 37374-13-C is being revised to change the TAC emission limits. The 30-day public comment period starts August 10, 2014 and ends on September 9, 2014. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Drafts of the permit and summary are available at the District office, 850 Barret Ave, Louisville between 8:00 a.m. and 5:00 p.m., Monday through Friday by calling Paul Aud at (502) 574-6000 or emailing airpermits @louisvilleky.gov or at the following website: www.louisvilleky.gov/APCD/Docket.htm. Copies of the application are available upon request. Written comments will be accepted at airpermits @louisvilleky.gov until midnight, or at the District office until 5:00 PM on September 9, 2014.
