Mayor Fischer Names Phillip Bills as
Director of Planning & Design Services
He starts Nov. 28
LOUISVILLE (Nov. 14, 2011) – Mayor Greg Fischer has named Phillip C. Bills as the new director of Planning and Design Services.
“Phil has all the qualities we need for this important position,” Fischer said. “He knows the community and understands the important balance between development and the environment.”
An independent review of Planning and Design, conducted at the request of Mayor Fischer and completed in October, concluded that the agency has “systemic problems” that often lead to delays that frustrate developers and neighborhood leaders.
The review recommended numerous steps to improve the agency, including more timely notification to neighborhoods impacted by development and a streamlined review for developers in non-controversial cases. It also recommended the hiring of a permanent director to lead the agency.
Bills said he looks forward to working with staff and the community to improve Planning and Design Services.
Bills is past president and chairman of the board of BTM Engineering and was also chief planner of Sabak, Wilson and Lingo. From 1972 until 1986, he worked in various capacities with the Louisville and Jefferson County Planning Commission.
He earned his bachelor’s from Eastern Kentucky University in 1967 and has studied at various other universities to further his education. He is a trustee at Bernheim Forest, a volunteer with Boy Scouts of America and a sailing instructor.
Bills first day is Nov. 28.
