Target areas showing signs of distress and physical deterioration are determined and assessed, along with businesses and property owners' input, to understand the needs and potential of the area. 

Improvements often include sidewalk replacement, planting street trees, or substantial changes such as parking reconfiguration, lighting, landscaping or the addition of street furniture.

Implementing the public improvements and offering low interest facade loans through the Facade Loan Program stimulates private re-investment. Consequently, a declining commercial area can be transformed into a thriving commercial corridor and a true business destination.
