The Development Division of IPL is composed of two divisions: Building & Mechanical Inspections Division and Construction Review & Site Planning 
Division. These divisions are responsible for issuing, reviewing & inspecting various building, electrical and mechanical permits and contractor licenses, as well as monitoring and enforcing City ordinances to ensure the safety of new and existing buildings in Louisville.
The enforcement powers of the Building Codes Division are established by the Kentucky Building Code, through a contractual agreement with the State Department of Housing, Building and Construction and the Louisville Code of Ordinances, Chapter 150.
