Theresa Reno-Weber, Chief of Performance Improvement
A native of Connecticut, Theresa moved to Louisville in 2010 with her husband, who was born and raised here. She most recently worked with McKinsey & Company, a top-tier management consultant firm that works with businesses and governments across the globe. She has worked with fortune 100 companies, government agencies and non-profits across the U.S., Europe and the Middle East. Theresa is a former Lieutenant in the U.S. Coast Guard, where she served for 10 years before earning a Master of Public Policy from Harvard University’s Kennedy School of Government.
A 2011 Focus Louisville graduate, board member of the Louisville Film Society, member of Greater Louisville Outstanding Women (GLOW) and a member of the Louisville Mother of Twins Club, Theresa is active throughout the community. She lives in the Highlands with her husband Ben and children - Paul, Sophia and Ava.

Daro Mott, Chief of Staff & Deputy Director - Performance Management
Daro Mott, M.P.A and M.U.P., PMP, is a certified Project Management Professional, Six Sigma Green Belt and Lean Leader. He currently serves as the Deputy Director of Performance Management and Chief of Staff of the Office of Performance Improvement within the Office of Louisville Mayor Greg Fischer. He is a California native who now calls Louisville, Kentucky home. He arrived in Louisville in May of 2006 as a participant in the Bulldog in the Bluegrass Program. Daro aspires to be the first Six Sigma Master Black Belt and Credentialed Manager appointed city manager of a complex local government. He is a life-long learner and is in the process of earning his Six Sigma Black Belt and Master Black Belt Certifications. He promotes the use of validated management practices and sits on the Board of Examiners for the Kentucky Center for Performance Excellence. Daro is committed to public service and has enjoyed a progressive career in Louisville Metro Government. His favorite work activities include implementing the Louisville Statistics Program and the American Recovery and Reinvestment Act.
Daro earned his undergraduate degree from Yale University and holds a Master of Public Administration and Master of Urban Planning from the University of Louisville’s School of Urban and Public Affairs. Passionate about education, Daro teaches at ATA College and the University of Indiana Southeast. Most people do not know that Daro is a chess expert and fluent in Spanish. He and his wife, Paola, enjoy spending time with their son Emiliano.

DeVon Hankins, Deputy Director - Strategic Planning
DeVon is a native of Missouri, who has lived in central Kentucky for over 12 years and now calls Louisville home. She holds two degrees from the University of Missouri-Columbia: a B.S. in Agriculture; and an M.S. in Agricultural Economics, focus in Agribusiness Management, Finance, and Marketing. As a career policy analyst and strategist, DeVon has over 18 years of proven experience in developing, executing, and enforcing systems of programmatic, legislative and regulatory protocol. She has held governmental appointments at both the federal and state level, and has worked in the private sector in both the automobile manufacturing and agricultural industries. Her most recent appointment was as Policy Advisor to the Office of General Counsel for the Ky Finance and Administration Cabinet.
DeVon served in the United States Army National Guard, for a combined 16 years, in both the Enlisted and Officer Corps, and is a certified KY Administrative Law Judge and Six Sigma Greenbelt. She resides in Louisville with her son Andrew.

Mitchell Burmeister, Organizational Performance Analyst
Originally from the Midwest, Mitchell moved to Louisville to pursue a graduate degree in Public Administration from the University of Louisville. His graduate school career led him to the Office of Performance Improvement as an intern. He transitioned from intern to fellow and then transitioned again to a full-time performance analyst in April of 2013. Mitchell has a passion for public service in the local government sector and hopes to become a city manager in the future.
Mitchell earned a B.S. in Philosophy, Politics and Economics from Minnesota State University in 2011 and a Master of Public Administration from the University of Louisville in 2013. He enjoys giving back to his community by mentoring his Little Brother through the Big Brothers Big Sisters program. Mitchell and his wife, Corrine, enjoy their new home in the Beechmont neighborhood with their two miniature dachshunds.

Sam Yung, Organizational Performance Analyst
Originally from Hebron, Kentucky, Sam moved to Louisville to pursue her collegiate studies at the University of Louisville. Her interest in city government and strategic planning led her to the Office of Performance Improvement. Currently, Sam is working on helping departments with the strategic planning process.
Sam graduated summa cum laude from the University of Louisville with a B.A. in Psychology and a B.A. in Sociology, and is currently pursuing a Master of Public Administration, a Master of Urban Planning, and a Graduate Certificate in Real Estate Development from the University of Louisville’s School of Urban and Public Affairs. Sam’s academic interests include community and economic development, sustainability, and city management. Sam is a Louisville Cardinals fan who enjoys hiking, Louisville’s local restaurants, and playing the piano. She lives in the Highlands with Phineas, her Australian Shepherd.

Ursula Mullins, Organizational Performance Analyst
A native of Poughkeepsie, New York, Ursula’s family moved to Louisville at an early age. She was educated in Jefferson County Public Schools and is a proud graduate of Louisville Male High School. She obtained a B.S. in Psychology from Tennessee State University, her beloved alma mater. In her educational pursuits, Ursula attended the University of Kentucky where she completed her Phd in Developmental Psychology. She recently completed a post-doctoral fellowship at the University of Kentucky in Behavioral Science.
Ursula joined the Office of Performance Improvement as an organizational performance analyst in April 2014. She has a passion for research and plans to utilize her skills to complement the OPI in its pursuit of helping Louisville Metro Government become the best managed city government in the country. She and her husband, Jerome, enjoy being residents of Louisville again and the opportunity to spend time with friends and family.

Sytisha Claycomb, Public Protection Coordinator for Youth Detention Services
A native of Louisville, Sytisha has had the privilege of calling the River City home her entire life. With a passion for organizational development, diversity and inclusion, she has utilized her talents in equal opportunity, diversity recruitment, and youth program facilitation. As a fellow in the Office of Performance Improvement, Sytisha assisted with the development of department level strategic plans. Now as an apprentice to the Office of Performance Improvement, Sytisha hopes to utilize her skills to further the strategic goals of the department of Youth Detention Services making them the best in class.
Sytisha earned her undergraduate degree from the University of Louisville and holds a M.S. in Industrial/Organizational Psychology from Eastern Kentucky University. With an unquestionable passion for her community, Sytisha works tirelessly within her sorority, Delta Sigma Theta, to promote high scholarship and public service.

Mary Hampton, Performance Analyst for Public Works and Assets
Mary joined Louisville Metro Government in October 2012 as the first Performance Analyst in Public Works and Assets. As an apprentice of the Office of Performance Improvement, Mary hopes to help Louisville Metro Public Works and Assets become the best in the nation.
Mary grew up in the military all across the United States. She moved to the Louisville area in October 1998 and has called the area home ever since. She enjoys spending time at home with her husband Ronnie and her 2 lap dogs Chipper and Molly. In 2004, Mary graduated from Indiana University Southeast with a Bachelor’s of Science in Mathematics Education. Mary worked as a high school math teacher in Kentucky for 5 years as she pursued her Master’s degree in Statistics.
